Kampala, Uganda – May 14, 2026 — President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda, in a move aimed at strengthening the leadership of the Judiciary following months of vacancy.
The Presidential Press Unit (PPU) announced the appointment on Thursday, stating that Justice Kazibwe Kawumi’s name has already been forwarded to Parliament for vetting and approval, in line with constitutional requirements.
Justice Kazibwe Kawumi, a respected jurist who has served on the Court of Appeal and Constitutional Court since 2016, is expected to head the Court of Appeal and Constitutional Court in his new role. The position had remained vacant for nearly five months after Dr. Flavian Zeija was elevated to Chief Justice earlier this year.
In the same announcement, President Museveni also appointed Her Worship Agnes Alum as the new Chief Registrar of the Judiciary. Alum previously served as Registrar of Magistrates Affairs and will now oversee nationwide court operations and administration.
The appointments come just days after President Museveni was sworn in for his record seventh term, signalling early efforts to reinforce key institutions as the new administration takes shape.
Legal analysts view the move as a strategic step to ensure continuity and efficiency within Uganda’s judicial system, which has faced criticism over delays in case resolution and resource constraints.
Justice Kazibwe Kawumi is widely regarded for his experience in handling complex constitutional and appellate matters. Once approved by Parliament, he will be formally sworn in to assume the second-highest judicial office in the land.
