Museveni Appoints Haruna Kasolo as Acting Minister of Foreign

Kampala, Uganda – June 25, 2026 – President Yoweri Kaguta Museveni has appointed Hon. Haruna Kyeyune Kasolo, the State Minister for Foreign Affairs in charge of Regional Cooperation, as the Acting Minister of Foreign Affairs. The move comes in the absence of a substantive minister for the docket.

In a letter dated June 22, 2026, President Museveni invoked powers vested in him under Article 99(1) of the Constitution to make the appointment. “In exercise of the powers vested in the President under Article 99(1) of the Constitution, I hereby appoint you as acting Minister of Foreign Affairs in the absence of a substantive Minister,” the letter reads.

Hon. Kasolo, who was recently appointed Minister of State for Foreign Affairs (Regional Cooperation) on June 11, 2026, replacing Hon. John Mulimba, now steps into the senior role on an acting basis. The seasoned NRM politician brings significant experience to the position, having previously served as Minister of State for Microfinance in the Ministry of Finance, Planning and Economic Development.

The appointment follows a period of transition at the Ministry of Foreign Affairs. Kasolo’s elevation is seen as a strategic move to ensure continuity in Uganda’s diplomatic engagements, particularly in regional cooperation, East African Community affairs, and international relations amid ongoing global and regional challenges.

Reacting to the appointment, Kasolo expressed gratitude to President Museveni for the trust bestowed upon him. He pledged to execute his duties with diligence, focusing on advancing Uganda’s foreign policy objectives, strengthening bilateral and multilateral ties, and promoting the country’s interests on the global stage.

Political observers view this as a temporary measure pending the appointment of a full substantive Minister. The development comes at a time when Uganda continues to play an active role in regional peace initiatives, trade negotiations, and international partnerships.

As Acting Minister, Kasolo is expected to oversee key functions of the ministry, including consular services, diaspora engagement, and coordination with Uganda’s missions abroad. His background in finance and regional affairs is anticipated to bring a pragmatic approach to economic diplomacy.
