Kampala, Uganda – May 14, 2026 – The historic swearing-in ceremony of the 12th Parliament of Uganda continued on its second day today, as newly elected Members of Parliament braved morning rains to take their oaths of office at the Parliament Building in Kampala.
The three-day exercise, which kicked off on Wednesday, May 13, saw 184 MPs sworn in on the first day. By Thursday morning, an additional 86 legislators had taken the Oath of Allegiance and the Oath of Member of Parliament, bringing the cumulative total to 270 out of the 529 expected members.
The Clerk to Parliament, Adolf Mwesige, presided over the proceedings, with MPs taking their oaths in strict alphabetical order. The morning session on Day Two began with Hon. Frank Tumwebaze (NRM, Kibale East County) as the first to swear in, followed by several others including Hon. Amos Kankunda Kibwika.
Despite the drizzle and cooler weather, a vibrant atmosphere prevailed as MPs arrived accompanied by family members, supporters, and constituents. Many legislators were seen in traditional attire, reflecting the cultural diversity of the country, while others were joined by excited family members sharing emotional moments.
Security was heightened around the parliamentary precincts to ensure smooth proceedings. Sessions are scheduled to run from 8:00am to 1:30pm, with afternoon sittings from 2:00pm to 6:30pm.
The 12th Parliament follows the recently concluded general elections and comes after President Yoweri Museveni’s inauguration for a new term. The National Resistance Movement (NRM) commands a strong majority with approximately 359 seats, while opposition parties, including the National Unity Platform (NUP), hold the remainder.
Notable figures expected to be sworn in over the three days include veterans like Gen. Moses Ali and younger representatives, signaling a blend of experience and fresh perspectives in the new House.
The swearing-in paves the way for the election of the Speaker and Deputy Speaker, with the first full sitting of the 12th Parliament scheduled for May 25, 2026. Public expectations are high for the incoming legislators to prioritize service delivery, economic reforms, accountability, and national development.
The ceremony will conclude tomorrow, Friday, May 15, after which the full composition of the 12th Parliament will be officially in place.
